Pete Manning
FORMER HSI SPECIAL AGENT, BLOCKCHAIN & DARK WEB INVESTIGATIONS, TESTIFYING EXPERT
Pete is a former Senior Special Agent and Computer Forensics Agent with the Department of Homeland Security, Homeland Security Investigations (HSI) and an expert in blockchain and dark web investigations. In his role at HSI, Peter used his deep technical expertise to investigate a range of cyber and crypto asset-enabled crime, including crimes against children, financial crimes, and network intrusions. Using novel investigative techniques, Peter has also spent over a decade identifying, locating, and apprehending criminals who use decentralized networks to obfuscate their identities.
Prior to his time with HSI, Peter was a Senior Special Agent with the U.S. Secret Service, assigned to the Electronic Crimes Special Agent Program (ECSAP), where he was responsible for investigating financial crimes, cybercrimes, and recovering electronic evidence from seized devices. He also served as a Senior Special Agent with the Department of Transportation, Office of the Inspector General (DOT-OIG), where he used data analysis to investigate complex federal contract fraud.
Using a blend of analytical skills, novel technical solutions, and traditional investigative techniques, Peter has run some of the most difficult cybercrime investigations within HSI. For example, he recently led a multi-year investigation that resulted in the identification, apprehension, and conviction of two individuals who operated one of the most heavily trafficked criminal sites on the dark web. After apprehending the site’s administrators, Peter led the effort to use their accounts to identify and arrest a large network of offenders operating on the dark web. Over the course of his career, Peter has also developed extensive experience explaining complex topics to judges, juries, and legal teams both in support of his investigations and via expert testimony at trial.
